	Why is recycling so difficult on Maui? Being on an island, one would think recycling be mandatory or at least high on the list of government programs, yet it seems to be one of the least important to them.  Hundreds of thousands of dollars have gone into researching solid waste management on Maui since 1989, ending with the same recommendations. Yet those recommendations have been ignored while the recycling conversion rates have consistently decreased since 2003. A promised MRF (Materials Recovery Facility) was started then scrapped...  Recycling becomes harder and harder....  What is going on here???
